I'm honestly not sure. I think they knew if they marketed it right they could sell it. Instead of marketing it as a "color error" figure variant it's an "original animation color" variant.
It's the same thing as Broly having green hair. He doesn't have green hair. The green tinge is caused by his green energy aura but now it's just become cannon for no good reason.
It's because it's an interesting and fairly rare part of the franchise. This particular figure is probably just banking off SDCC Vegeta, but SDCC Vegeta was made in the first place because the whole "incorrect colours" thing is unique.

No coloured images existed at the time. Their only past experience with saiyan armor was Raditz, so maybe they could have coloured him like Raditz? Except that his armor is white in the black-and-white of the manga. I have no idea why they went with orange and green... Maybe to make him look like a Vegetable?
