Jakks Pacific Dragon Ball/Dragon Ball Z/Dragon Ball GT 5" Figures, Vehicles, & Playsets
In December 2002, Jakks Pacific signed a three-year deal for licensing Dragon Ball Z toys, which was possible because of the bankruptcy of Irwin Toy. Apparently, there’s more going on with JAKKS than meets the eye. DBZ series 14 figures are popping up on store shelves all over; however, this series 14 is not the series 14 we’ve been promised, but reissues of Irwin series 10.
There is an ongoing discussion about this in this thread on our message boards.
Will the real series 14 ever make it out? Probably, but with JAKKS’ track record of the past few weeks, it’s impossible to say for sure.

It's worth mentioning that many people had trouble finding Jakks figures at Walmarts or Targets after Series 15 as many of them stopped carrying DBZ figures if I remember correctly. Toys R Us started becoming the best (or only, for some people) way to find Jakks figures around this time period in 2004.
Also, in February 2004, it was said that series 16 would release May 2004 and be these characters... but that changed...

At the time, collectors were very angry that there was a bait and switch where the promo images showed new figures, but we received Irwin repaints. The Good vs. Evil two-packs came out in June (as the first Jakks 2-packs) and were entirely Irwin molds, so people were getting upset that Jakks was not making new figures.
