It looks like a custom. A few other figures in that video also look like customs, Cookie Dabura and the pink ghost with green straw hat.

oh wow i didnt even notice that the dabura cookie wasnt the irwin one, i also always wanted to know what kid gohan that was thats attacking raditz

gp The Gohan looks like it's the one from Dragonball Imagination Series 8. It just looks like it was altered to sit atop that HG style stand.
