Oh absolutely. I stated that from the very beginning. It's an opportunity for them to release a multitude of variants for each character thus maximizing profits. It doesn't take a genius to see that. But I didn't mean to imply that every character should come with both SS and non-SS head pieces. Nor come with all the SS variations in one set. But at least one figure of every Saiyan character should come with SS-1 and non-SS. In the case of RR Gohan, Bandai could have done a non-SS and SS-1. And then for the Cell-saga release, a SS-2 with the battle-torned outfit. but either way they dropped the ball, cause they didn't release a Frieza-saga Gohan or a pre-Cell Android-saga one (with the longer hair.)
So even by looking at it that way, you can see that there's a lot of missed opportunities. And it has nothing to do with demand, becasue the demand is there. It's just a lack of vision and understanding of the market. For instance, just look at how popular the Cell figures are. How is that they did not release Cell in all its forms? I would've certainly purchased an imperfect Cell.

How would the line be reduced? Take Trunks as an example. Super Saiyan Trunk's popularity was not diminished in any way by RR or PC Trunks.
Edit: Oh wait, Super Saiyan Trunks also came with both SS and base hair, I forgot. But still, the point remains true, I still don't see how said figures would "reduce" the line in any way. To the contrary, if anything, having a more complete figure set transaltes to higher quality, which translates to a richer, more dynamic, and timeless line of figures.
I consider the quality of the Trunks figures to be among the best due partly to the fact that they come with both Saiyan and non-Saiyan head pieces.

Well, there is little point in discussing it any further if you view the normal head accessory as being unnecessary. Even if it was only for a few scenes. Every character in every saga should've included Saiyan and normal head pieces in at least one figure. These figures aren't very cheap to begin with, whats an extra few dollars. And as eddieranger alluded, either way, they could make better choices regarding the existing accessories, thus shifting resources around to make a more complete and dynamic figure set within the existing production allowance.
But I rest my case. At the end of the day it's just a cash grab, because it gives them the opportunity to sell a multitude of variants for each character. It has little to do with production costs, in reality.

@ angelo2113 It's not really a few scenes. Gohan turned Saiyan-I in the HTC. So up to that point he wasn't Saiyan one. They should have included both (with the Regular Release figure) just like they did with Trunks. Part of the reason i like that figure more is because of the fact that it's simply more dynamic due to the fact that it can be posed in more ways. And it's probably why I have two, with one that remains unopened, so it probably would have benefited Tamashi in terms of increased sales figures. That being said, I don't see why you as a consumer would look at this through the lens of a corporation. As in "I don't see why it would benefit this corporation's overhead costs of production." Well no, in terms of immediate and short-term production costs it probably would've cost a little more, but I would've gladly paid $10 more for a base head, so that in turns translates to higher profits as well. Either way you want to look at it -- they should step it up. But also, just to clarify, I'm referring to the Regular Release Gohan, and not this new one, which is what we were originally referring to -- that Bandai dropped the ball with the Regular Releases by not releasing it with a base head, cause we're probably not going to get one now.

@ eddieranger Agreed. It would've made a good figure great. Plus, Gohan turned Saiyan inside the Hyperbolic Time Chamber, so that is still part of the Cell saga.

It's interesting that it's not coming out with the saturated toned hair that came with the PC ones.
Also the new (Cell saga) Super Vegeta looks to have the non-saturated hair tone as well. Which is a good thing, IMO. I'm not a fan of that tone.
Edit: @ eddieranger And they don't include the base heads in order to sell more figures. Take Goku for instance. instead of making one well-accessorized figure with both Saiyan-1 hair and base hair -- they make two different figures in order to maximize profits. It's a cash grab.

Yup.
I basically caught him in this last exchange we had. I told him that if he showed me proof that he actually had these items in stock that I would buy the rest of it (and I really would've) but then he tells me that he doesn't actually have them in stock. That he orders them from his "supplier" as the orders come in.
And then I asked him, well then, "how do you know if these are indeed authentic if you don't actually have them in hand." And he answered me, because "I checked the figure before I list them on ebay."
LOL... *shaking my head*
And he admitted that he also listed No. 18 but due to seller limits that he can't sell them under the same account.
Either way, I reported both of the listings as fraudulent.

I got refunded, but only after threatening him with negative feedback in order to warn other potential buyers. I asked him several times if he could provide proof that he has these items in stock. I also told him hat if he added a photograph of his full stock that he would sell them all in one day, but he just kept stalling me until he refunded me.
I don't even know what to think right now, to be honest.
