It would be neat if they did Broly as SS so they could release a SDCC exclusive with blue hair too. Then again, it would be even better if they just released him with black, blue, and yellow hair all at one time. It's not fair that only Gohan and Trunks come with alternate hair 
I bet that they would be more likely to make him as USS, despite SS being more unique... since so few figures exist of him in non-SS and SS form... there's tons of USS figures... though no big ones with any articulation to speak of.
USS Broly is, after all, a casual DBZ fan favorite. Others and I have said it before, but big fans of DBZ don't tend to care too much for him (some do! I'm not saying everybody, just many), because he's a character that doesn't have much of a personality, but casual fans absolutely love him for being large and powerful. I mean, there's something to be said for how cool it is to just be a random anime fan who sees the Broly movie and likes watching him trash the other saiyans and Piccolo. Broly is often the favorite character of people who have just been introduced to the series.
I'd personally rather be able to have all three of the ones on the left rolled into 1 figure instead though.
Don't ask me why the blue haired one is colored with different colored clothing. I think that's a mistake. They could make him without the bicep bracelets and I wouldn't care a bit.
I hope if they eventually make him, he's appropriately scaled. I suppose if he isn't, he'll integrate into a 5 inch scale collection pretty damn well though. Broly even as non-SS is much taller than Goku or even Piccolo, but as USS, he's super tall.
