Yea, it does look like an HG figure. Even though there is no size reference, it has the clear stand and the look of an HG figure.
When I first saw the figure it didn't look like the same scuplt from HG 19/23. After comparing, the differences are 1) the hair, 2) the facial expression and 3) HG 19/23 Gohan doesn't have an under shirt.
At first his head reminded me of the Gohan from HG 17, but after comparing them I don't feel so strongly anymore. I do feel like the hair is very similar, it even slants in the same direction.
Looking at the hair, it seems like it is black (non SS), but if it is that spikey it should really be SS2 right?

Good observation of the undershirt HG, didn't notice that. It might be a part of the upcoming releases.
It might be however, a mistake by the source, and just an unreleased prototype. (Like with the Hybrid-Grade Perfect Cell unreleased prototype in 2013).
