This is one of the prizes from the Kuji prize lottery celebrating Dragon Ball's 30th anniversary. Its the "Last Chance Prize Goku", but sure what that exactly means though. There's another one similar to this but it's a Super Saiyan version.

It's actually known as 'Last One' award being presented to the customer who buys the last Kuji ticket from a particular store (bookstores, convenience shops, etc.)
The Super Saiyan version is the 'A' award which you win if its simply mentioned so on your winning ticket.

They may be hesitant though as Irwin and Jakks DBZ figures didn't sell well at the end of their run, which is why they stopped being made..

The only issue is that this would have to bend the laws on child gambling so they would need to make every ticket win something small at least
