The sculpt of the series 12 figures by Jakks is overall pretty similar to Irwin's sculpting for series 11, but SS Gotenks has a face that doesn't really look like it was sculpted by the same person/people who did series 11. The paint work on series 12 has an airbrushed look to it, which Irwin never had before, and that airbrushed look was used on a large portion of Jakks' figures. To me, series 13 doesn't look like the work of the sculptor(s) for Irwin, except for Super Buu absorbed Gohan (Buuhan). Looking at series 14, the Uub looks like the sculpting of Irwin's sculptor(s), but the rest look like someone else.
I think it's possible that Irwin had began sculpting some of these figures, but someone at Jakks finished them.
Irwin did have a prototype of SS3 Gotenks (as a stand-in for Striking Z Fighters series 3) that did look quite a bit like what Jakks released in Series 13 though.

Update: I discovered that I can use archive.org to look at DBT's old figure pages, so I was able to get the release dates from there for some of the sets. The release dates on DBT "should" be correct, but because they disagree with some of the release years we've had on DBF since we started in 2013, I'm going to put the DBT release dates in parenthesis until we can figure out a way to double-check them for accuracy. -Branjita

I just got an email from an insider at dbzstore.com who wishes to remain un-named... I asked them why they haven't gotten the new figures..
Basically, they said that Irwin was going to ship the "specialty" packaging to the funimation store (The packaging that is supposed to be shipped to the specialty markets such as comic stores)... What Irwin failed to tell funimation was that the specialty packaging would not be available until the end of October. Upon finding this out, DBZSTORE.COM changed their order to normal packaging to get the figures up on the site quicker. This was the last time they heard from Irwin... Irwin isn't returning Funimations calls, and they've been expecting the figures for two weeks now. Due to Irwins silence, Funimation is being left completely in the dark as to why they haven't seen the figures. I was also informed that the "delay" in Series 14 and 15 to commercial stores such as Walmart, etc, isn't because of the change of packaging... (As reported by EX)... They misunderstood... the delay is the one named above... and it's to DBZSTORE.COM and not to commercial markets... (I was told this was partly in fault of the person who gave EX the information, as they weren't exactly clear)
But....
The good news:
"When we do get the toys in stock I will have them on the page a.s.a.p., probably within 2 hours of the truck arriving at our dock."

Series 03 Bandai/AB reissues:
Release Date: supposedly around the same time as Series 03
Supposedly released during this time period (and series, according to Beckett Magazine's price guide) were some unusual two-packs. They were all small Super Battle Collection and AB Super Guerriers characters combined into one package. They came with accessories and dragonballs that were typically yellow with red stars, but sometimes red with yellow stars. These balls were larger than the orange balls with red stars that came with a lot of (mostly) later Irwin figures. There are a lot of theories about these figures. One is that these smaller characters sold poorly because they were smaller and the same price as larger characters, so Irwin decided to get rid of remaining stock by offering the figures in two-packs. Now, I don't recall Gohan selling poorly, but I do remember Gotenks and SS Gotenks selling very poorly when they were released. American kids had no idea who Gotenks was, and the Gotenks figure is arguably one of the worst likenesses to a character that Bandai made in the SBC line (that Irwin reissued). He has the proportions of a Krillin figure almost and is very confusing to look at.

The new packaging style (red, orange, and yellow with SS Goku in the background) started showing up online November 26, 2002, but the actual date of release was February 2003. According to DBT, the figures were still trickling into stores in March 2003.

As we confirmed at the New York Toy Fair (2/14 - 2/17, 2003), Irwin had some remaining stock when it went bankrupt. JAKKS Pacific acquired all of this in their takeover of the Dragonball Z license, and is sending it to retailers complete with the Irwin logos, just to get it out of the warehouses.
Many of these items, such as the new figure vehicles, 5” figures (series 11), and Energy Glow figures are to be found in completely new packaging. Most of the sightings so far have taken place at Target stores, so consider yourself informed. For more details, check out this message board thread .

Irwin's Bankruptcy was announced December 2, 2002:
TORONTO - Venerable toy maker Irwin Toy Ltd. has obtained bankruptcy protection from its creditors and is cutting almost half its staff as part of a major restructuring, the company announced Monday.
Irwin said it was granted an order by the Ontario Superior Court of Justice under the Companies’ Creditors Arrangement Act. The busines is also seeking protection from creditors in the United States.
Irwin said it was laying off 135 of its 308 employees and was talking to potential buyers with a view to selling the company before Christmas.
Irwin executives said the company missed key shipping dates to U.S. customers this summer because they weren’t able to churn out enough product and lost $16 million US in sales because of that.
“We are taking this course of action to allow the company to address its challenges and protect the interests of our employees and creditors,” Jean-Rene Halde, the president and CEO of Irwin said.
“There have already been serious expressions of interest by parties interested in purchasing segments of Irwin’s business. If consummated, these sales could form the basis of a company restructuring or a sale of advantage to creditors and will hopefully result in saving as many jobs as possible,” Halde said.
“Unfortunately, the changes being announced today have resulted in many of our employees leaving the company. While this was a necessary business decision, I deeply regret its effect on employees, especially at this time of year,” he added.
Irwin Toy was taken private in March 2001 by Livgroup, a privately-held company owned by Richard Ivey and Halde., in an all-cash deal worth $55 million.
Founded in 1926, Irwin makes and distributes such children’s toys as Slinky, Etch-a-Sketch, Caillou and Dragon Ball Z .

According to sources at FUNimation, Irwin’s bankruptcy is not a reflection of the performance of the DBZ brand. The brand itself continues to be strong in both sales and overall popularity.
FUNimation is already in talks with 4 major toy companies to take up the distribution reins for IF Labs. The company that picks up the distribution for the IF Labs figures will most probably acquire all existing molds, designs, etc. as part of the deal. The transition from Irwin as a distributor to a new company should be fairly seamless from a consumer point of view. The new distributor should be announced within a week.
It is unknown at this time if the new IF Labs distributor will also continue the current Irwin Dragonball lines, or if they will go to a separate company. The rights to those lines and figures (and all associated molds, etc) will probably be subject to Canadian bankruptcy court proceedings. I would speculate that if the new IF Labs distributor chooses not to pursue the Irwin lines, then someone else will. However, two competing companies with the same license would definitely spell trouble for the one or the other.
One thing to keep in mind, however, is that the toys are just that, toys. Any toy delays or cancellations resulting from the bankruptcy are minor concerns, compared to the concerns of the 135 people who lost their jobs. Don’t let problems with toys overshadow your concerns for fellow human beings.

According to the official fansite of Eric Vale, Irwin had November 2002 release dates for both Series 12 and 13 . This will need further research and investigation, but it may be possible that Irwin had finalized the designs for 12 and 13, or even started production before they went bankrupt. I can see many reasons why this could be true and why it couldn't be. Among those reasons are: The articulation on the series 12 figures is very different from the articulation on the series 11 figures. We do know that Irwin had shown prototypes of series 12, but the prototypes were quite a lot different from the production figures. Their SS Gotenks was a repainted series 10 Gotenks with a ghost similar to what Jakks released... their Mystic Gohan was a repaint of series 7 SS Gohan (he looks like he appeared in DBZ movie 10)... their Tien doesn't share many things in common with what Jakks released (and either coincidentally has a very similar expression (face) to Series 11 SS3 Goku, or his prototype head in this photo was based on SS3 Goku due to similar ears, lack of eyebrows, smirk, etc.)... their Vegito is a repainted series 5 SS Goku... and their Super Buu is the stretchy Super Buu that ended up being released in Irwin's Striking Z Fighters series 3 right before bankruptcy.
I think it's possible that Irwin had began sculpting some of these figures, but someone at Jakks finished them.
Irwin did have a prototype of SS3 Gotenks (as a stand-in for Striking Z Fighters series 3) that did look quite a bit like what Jakks released in Series 13 though.
Series 12 was supposed to be Mystic Gohan, Super Buu, SS Gotenks with Kamikaze Ghost, Tien, and Vegito.
Series 13 was supposed to be Kibitoshin, Pikkon, Super Buu in Gotenks Vest, SS3 Gotenks, SS Vegito.
These figures were sold exclusively through Electronics Boutique (EB Games) stores. The figures featured paint variants and a "EB Exclusive" sticker on the packaging.

According to DBT: The Series 14 (Series 1) 3-pack was only available in Canada, particularly at volume stores like CostCo. It retailed through Canadian specialty stores for $24.99 to $34.99 (I assume in Canadian dollars). According to the news here, it was in stores in October 2000.
According to DBT: The Musicland-family stores (Suncoast, Media Play, Sam Goody, On Cue) exclusive 4 pack with the "Exclusive Master Roshi" sticker started showing up in stores in early November 2000. It retailed for $29.99. On a related note, DBT posted that reports were coming in that these Musicland stores were selling the individual figures starting in October 2000.
According to DBT: The Musicland Exclusive 4-pack started coming with a Master Roshi in orange jacket in late December 2000.
