This is a toughie, but I'm going with either SCultures or Ichiban Kuji. I was tempted to say Medicos just because of how lovely that Goku is, or Figuarts Zero EX because of that gorgeous Trunks, but the other lines won for having more variety.

I really love the WCF figures, but they're rather pricey for their size. If not those.. then The Figure Collection due to the ability to pose some of them like the iconic opening scene.

1. Master Stars Piece The first few in the line weren't good (in my opinion), but over time the sculpts and paint jobs got so much better. They're currently the stars of my collection. My favorites are SSJ2 Gohan (recolor vers.), SSJ Trunks, Gotenks, and Freeza, but there are a few other great ones, too.
2. HQDX The sculpts aren't all there considering this is an older line, and some of the figures look pretty derby, but overall they're probably my second favorite to collect. There's so much variety, and they're quite big. The good ones really stand out, like Gotenks, Piccolo, the Freezas, and Freeza's henchmen. I love this line. Also, the Pichi Pichi figures are technically a part of this line, and those are still the best figures we've ever seen of #18 and Videl.
3. SCultures The first few waves of figures were amazing, some of the best sculpts and paint jobs we've ever seen. The reason it's a bit lower on the list is because of the line's inconsistencies. The more recent figures haven't been amazing. That and they are not in scale with one another, which is something I really hate.
4. Figuarts ZERO EX Purely because of Goku. He's the only figure from this line that I own, but he's the best in my collection. I want to see more from this line.
Honorable mentions: Resolution of Soldiers (they aren't out yet, but if they look like the prototypes they will definitely get a spot on this list), Ichiban Kuji (because it totally depends on the figure), The Figure Collection, and Dramatic Showcase.

Soul of Hyper Figuration all the way they're super detailed for their 2.5 inch scale and unlike HG the characters are fully painted, my only complaint is that after series 4 they started using ugly clear yellow plastic for the super saiyan hair, instead of hand painting it, I also didn't like how in the later series the sculpts started to get a little bit less accurate and there began to be more scaling inconsistencies
