Saiyan saga vegeta is the only one with troublesome/real issues. No need to worry about the rest mate. To answer your question, yes he can.

Has anybody here had any trouble with your Piccolo's cape and left leg not going all the way up?

I had some trouble getting the little front piece on the cape, the holes are a tad too small for the pegs on the main piece, nothing major. As for the leg, I haven't noticed anything off about mine.

What exactly do you mean by trouble with his cape? I have an issue when trying to put the head with the turban on, when he has a cape, not letting it connect(?) properly.

At first they were, but after I attached it they were easier to put together. I think mine had like some plastic lids or something(not sure if I'm explaining them right). A plastic thing covering the inside of the hole.

Better to be a tighter fit than have the cape piece falling off all the time I guess.

After a little screwin' around with the figure I finally got the cape piece to go on. The leg still feels and looks a little wonky to me. I'll try and post some pictures after school tomorrow.

You just gotta squeeze it in there nice and gently at first, then progressively use more and more force. I prefer it to be nice and tight, myself. LOL!
